Torisaki River: A Southern Hokkaido Trout Stream near Hakodate

Torisaki River in southern Hokkaido in late March

Torisaki River flows through Mori on the eastern side of the Oshima Peninsula. Mori Town describes the river as a popular spot for iwana and yamabe, and the valley is also known for the scenic Torisaki Hakkei area.

Mori is approximately 60 minutes from Hakodate by car via National Route 5. A rental car is the most practical option for an independent fishing trip because suitable river access is not located directly beside a major tourist facility.

This article intentionally does not publish an exact entry point. Access can change, some surrounding land may be privately managed, and small streams can be damaged by excessive traffic. Follow local signs, avoid blocking roads or farm access, and never enter private land without permission.

🎣 Torisaki River Quick Facts
  • Location: Mori, southern Hokkaido
  • From Hakodate: Approximately 60 minutes by car to Mori
  • My visit: Mid-to-late March
  • Conditions: Remaining snow, cold water, and elevated flow
  • Area explored: Part of the lower river
  • Result: No bites during this session

Reaching the section I explored required roughly 10 minutes on a rough, narrow trail. After reaching the river, I found a relatively large pool that looked promising, but I did not get a bite during this visit.

The surrounding vegetation was dense in places. Moving farther upstream would have required more difficult bushwhacking, so I limited the session rather than pushing deeper into unfamiliar terrain.

Field note: Early-spring conditions vary greatly between rivers in Hokkaido. A stream may be accessible while another nearby location is still frozen, affected by snowmelt, or unsafe to approach.

Late-March Fishing Report: Snow, High Water, and No Bites

Snow remaining beside Torisaki River near Mori Hokkaido

Even in late March, snow remained around the river and the water level was relatively high. I explored only part of the lower river and had no bites.

I also checked a nearby reservoir and found it completely frozen, even though it sits below 300 meters in elevation. Late March in Hokkaido can still feel very much like winter.

That contrast was the biggest lesson from this trip: one lower river section may be fishable while a nearby reservoir or tributary remains locked in winter. Checking actual conditions is more important than relying on the calendar alone.

Early-spring warning: Treat March fishing in southern Hokkaido as a winter activity. Snowmelt, icy banks, cold water, and rapidly changing weather can make an otherwise accessible stream unsafe.

Fish Species in Torisaki River

Official local information from Mori identifies Torisaki River as a fishing area for iwana and yamabe.

Common Local Names
  • Iwana: Japanese char
  • Yamabe: The name commonly used in Hokkaido for stream-resident yamame

Salmon also migrate into the lower river in autumn, and hatchery-related facilities are present downstream. Their presence makes it especially important to understand which species are legal to target.

Fish populations and regulations can change. Do not rely only on old fishing reports when identifying which fish may legally be targeted or retained.

Fishing Regulations You Must Check

Hokkaido does not have one simple recreational fishing rule that applies equally to every river and every trout species. Restrictions can depend on the species, season, river section, protected-water designation, fishery rights, and local management measures.

⚠ Important Hokkaido Rules
  • Yamame and yamabe: In the Oshima region, the general closed season is April 1 through May 31.
  • Salmon and regulated sea-run masu trout: Capturing them in rivers and lakes is prohibited.
  • River-mouth restrictions: Additional seasonal restrictions may apply near the mouth of rivers used by migrating salmon.
  • Latest information: Always check the current Hokkaido rulebook and local signs before fishing.

Do You Need a Fishing Permit?

I could not confirm a current dedicated online day-ticket system specifically for Torisaki River from the official sources reviewed for this guide.

This does not mean visitors should automatically assume that every section is unrestricted. Check the latest rulebook, protected-water information, local signs, and any applicable fishery-right regulations. When uncertain, contact Mori Town or the Oshima General Subprefectural Bureau before fishing.

Brown Bear Safety

Brown bears live in the forests around Mori. Mori Town specifically warns that people hiking, gathering wild plants, and stream fishing may encounter bears.

Bear Safety Checklist
  • Avoid fishing alone whenever possible.
  • Tell someone your route and expected return time.
  • Make noise in areas with poor visibility.
  • Avoid dawn and dusk, when bears are more active.
  • Carry bear spray where it can be reached immediately.
  • Leave if you find fresh tracks, droppings, feeding remains, or a cub.
  • Never leave food or rubbish beside the river.

Mobile reception may be unreliable in mountain areas. Download offline maps and do not depend entirely on your phone for navigation.

Early-Spring Safety

  • Snowmelt can raise the water quickly.
  • Riverbanks, trails, and rocks may be icy.
  • Water temperatures are dangerously cold.
  • Unmaintained access trails may be covered by snow.
  • Weather and river conditions can change rapidly.

Use appropriate cold-weather clothing and wading equipment, and turn back if the water level, snow, or access route feels unsafe.

Nearby Waters: Information I Did Not Personally Verify

A local angler told me that there are fish in waters around Onuma and Naka-no-ko. I did not fish those locations during this trip and did not verify access points, permits, or current fishing conditions.

I have included this only as a note for future research, not as a recommendation to enter or fish a specific location without further checks.

How far is Torisaki River from Hakodate?

Mori Town is approximately 60 minutes from Hakodate by car. Actual travel time to a suitable river section depends on weather, road conditions, and where you stop.

Can beginners fish Torisaki River?

The lower river may appear approachable, but rough access, cold water, snow, dense vegetation, and brown bears make independent fishing challenging. Beginners should consider going with an experienced local angler or guide.

No. In the Oshima region, yamame and yamabe are generally closed to capture from April 1 through May 31. Other rules may also apply, so confirm the current regulations before fishing.

Can I catch salmon in the river?

No. Capturing salmon and the regulated sea-run masu species covered by Hokkaido’s inland-water rules is prohibited.

Did you catch fish during this visit?

No. I explored only part of the lower river and had no bites. This article is a firsthand conditions report, not a promise of fishing success.

Conclusion: A Beautiful Stream That Requires Preparation
